The National Charter

Article I

The All Peoples Nations will maintain focus on achieving full recognition by the world community as an autonomous, sovereign nation. At such time as the citizens deem reasonable and appropriate, the APN will acquire a geographic area in accordance with international law.

 

Article II

A governmental system based on direct democracy, not a representative government. Therefore no representatives are to be elected to vote on behalf of the citizens. If needed, representatives will be elected to serve the country on a term of no longer than one year in order to present and/or address specific directives of the citizenry. Representatives may be elected to no more than three one-year terms, whether consecutive or non-consecutive.

 

Article III

The APN will institute its own digital currency and promote a national and international economy. A Monetary Fund entity will be established to promulgate and enforce monetary regulations, including a currency and economic development direction. The regulations must include a provision requiring a majority of held revenue be converted to gold until such time as needed. No tax will be levied on APN digital currency. 

 

Article IV

All citizens will be allowed to vote directly on all national legislation, policy, or any other national recommendations or concerns. When voting on any item, a two-thirds (66%) majority must be achieved for approval of the item.

 

Article V

Citizen qualifications include: 1) Must uphold the ideals of the nation as written in the National Charter and National Declaration; 2) Must be forthright as to one's true and legal identity; 3) All citizens and honorary citizens 18 and older must maintain their status through the required contribution which provides for the ongoing financial needs of the nation; 4) Children 17 or younger of citizens are also citizens without contribution requirements.

 

Article VI

The APN will not borrow money for any reason. There will be no tax levied on its citizens, whether on personal income, possessions, net worth, or assets or income of any other kind. The financial needs of the nation will be met by the required contributions only. 

 

Article VII

The All Peoples Nation acknowledges dual citizenship. All citizens and honorary citizens of the APN must also be citizens of their host nation. One should remain loyal and in good legal standing with one's own host nation. The APN extends honorary citizenship to those whose host nation disallows dual citizenship at this time.

 

Article VIII

Citizens can choose varying levels of responsibility with regard to legislation submission and organization. These responsibility levels can be tied to three separate citizen contribution levels. All citizens are allowed to vote in all national matters. Two additional responsibility levels will include (1) citizens who submit legislation or other considerations for national votes, and (2) citizens responsible for choosing the legislation or concerns that shall be presented for national voting.

 

Article IX

The APN must remain committed to the education of its citizenry in political theory and financial, socioeconomic understanding. This will be done as a means to help its citizens interact more effectively with influential thinkers, theorists, and policy makers around the globe.

 

Article X

Any amendment or alteration to this National Charter must be approved by a three-fourths (75%) national majority vote.
